Penso che la via più semplice sia adattare alle sue esigenze il codice usato per la tabella "Competenze digitali" che è presente nel file europasscv.cls (% Digital competences). Se ho un po' di tempo provo a darci un'occhiata.

NEWS: Ho aggiunto in Overleaf un nuovo comando per generare una tabella che fa al caso suo.
